Important decision for STH opens a new chapter in Polish infrastructure

On January 16, 2025, the issuance of the location decision for the Central Communication Port (CPK) became a reality. This moment holds historical significance for residents of the Mazovian Voivodeship and all of Poland. The realization of this key investment is expected to contribute to the economic development of the region and strengthen the national air, rail, and road transportation systems.

Important decision for STH

Decision that shapes the future

The first step in implementing CPK was obtaining the location decision, which confirms the strategic importance of the investment. The airport and its transportation network are to be built across three municipalities: Baranów, Teresin, and Wiskitki. Residents of these areas have long awaited decisions regarding land-use plans and the scope of the project. The decision issued by the Mazovian Governor provides investors with a green light to proceed with preparatory work and further infrastructure-related activities.

“Behind us lies a tremendous amount of work that allowed us to take this crucial step. I have issued the location decision for the Central Communication Port. This is the largest and most important decision made by the Mazovian Voivodeship Office in Warsaw,” said Mazovian Governor Mariusz Frankowski during a press conference in the capital. His words underscore the intense efforts of government offices and experts involved in planning this investment, which aims to revitalize the region and create new development opportunities.

The location decision encompasses three key components: the airport (terminal, runways, taxiways, border control, customs, and fire services), rail (a hub with exits in three directions), and road infrastructure (a new road network surrounding the port). This comprehensive approach aims to ensure efficient connectivity between all modes of transport, improving passenger comfort and service quality.

Voluntary Purchase Program in focus

One of the most important issues surrounding the investment is the Voluntary Purchase Program, which aims to offer favorable conditions for residents of areas designated for the airport to sell their properties. This is particularly important to ensure smooth and harmonious execution of the entire operation. CPK authorities have consistently stated their intention to consider the needs and expectations of local communities.

“We wanted every family living in the future investment area to receive an attractive offer from CPK for the purchase of their property under the Voluntary Purchase Program. This has yielded results. Over 90% of residents in this area have joined the Program. This shows that public utility investments can be carried out in Poland with respect for individuals and social sensitivity,” said Dr. Filip Czernicki, CEO of CPK. According to experts, such a high level of community participation in the buyout program bodes well for future infrastructure development efforts.

So far, CPK has acquired plots totaling 1,188 hectares and has signed agreements for an additional 214 hectares. This demonstrates that preparations are at an advanced stage. At the same time, opportunities for agreements remain open, as the law provides a 60-day window from the issuance of the location decision for signing notarial deeds. This allows property owners time to make informed decisions regarding their assets.

Major investments and ambitious plans

The foundation of CPK’s implementation lies in a comprehensive plan to expand and modernize transportation infrastructure. The investment includes not only the construction of a modern airport terminal but also an extensive rail hub and road network. The primary goal is to ensure efficient connectivity between major cities in Poland and reduce travel times for passengers and freight.

“We have worked hard with many specialists on this project. We are now moving into the implementation phase. Over 131 billion PLN has been allocated to prepare the best infrastructure in Poland. This demonstrates our determination to see this investment through,” said Maciej Lasek, Government Plenipotentiary for CPK. The scale of planned financial outlays confirms that this project is a priority and will undoubtedly require a wide range of skilled professionals in engineering and construction.

Planned actions also include further development of the logistical base and supporting services, such as parking facilities, transfer centers, and hotels. These elements are intended to provide passengers with comfort and safety. As a result, CPK is set to become not only a crucial transportation hub for the country but also a modern complex addressing the needs of millions of passengers worldwide.

Next steps and development perspectives

The issuance of the location decision means that CPK can soon apply for construction permits. This formal yet critical stage will determine when actual work begins. Representatives of the investor announced that work on key elements of the project, including rail and road infrastructure, will begin as soon as possible to maintain the current pace of progress.

“The location decision signifies meeting the deadlines set in the schedule and allows CPK to soon begin submitting construction permit applications, which we are already actively working on,” CPK representatives emphasized. This also signals the readiness of the government and regional authorities to continue supporting the endeavor, which promises a new level of quality in Poland’s transportation system.

The Central Communication Port has the potential to act as a catalyst for economic growth and technological innovation in the region. In the long term, it may also contribute to greater integration of Poland with international markets and improved living conditions for its residents. The issued location decision is just the beginning of a long journey—future stages and challenges abound, but all signs indicate that CPK is on track for successful realization with full support from the government and local communities.
